The Large Capital Projects (LCP) organization is the central, regionally anchored, in-house Engineering organization of Company which supports and manages capital projects. LCP key competences are Project Management, Project Control Management and Engineering.

Project Development Manager, Large Capital Projects

In our Belvidere, NJ site

 

The Challenge

 

Our client company has transformed from a coal miner into a chemicals manufacturer and further to a life sciences and materials group over its 115-year history. Consequently, Company's capital projects have moved towards the area of life science and performance materials, which deals with additional demands from authorities and clients, have other risks regarding the manufacturing processes, have a higher focus on sustainability and a shorter implementation time.

 

The LCP department, as the competence center, is now entering a new, exciting phase to elevate the process in which capital projects are executed to the next level. Engineering is one of the key competences of the department and a position in the LCP’s US hub is vacant. In this position, you will have a great impact on our capital projects and thus, on the future of Company.

 

The central LPC department is implementing a rebuild mandate and will reach its end-state in the coming 3 – 5 years. In this role you can contribute to the institutionalization Engineering competence on LCPs. Because Company has wide range of Business Groups and therefore different technologies and work processes, the projects you will work on will be very diverse.

 

Project Development Manager will support the project manager in managing the engineering process and related technical complexity in early design and execution phases, as well as manage “softer” complexity in both the project team, the owner’s team and external parties. Depending on project size and timing, execution of multiple projects of various complexities, business groups and locations, can be within his/her portfolio.

 

Project Development Manager will work in different Business Groups of Company and needs the ability to adjust in a fast way and have a short learning curve. Project Development Manager will manage owner’s commitment(s), expectation and priorities; taking into account the high complexity, exposure, business risks and/or environmental impact of the capital project. Therefore, the successful candidate should have the authority and personality to challenge the owner's organization and be able to withstand and renegotiate unrealistic expectations.

 

In the role of Project Development Manager, you will:

  • Implement Front-End Loading (FEL) activities to complete Feasibility and Conceptual Engineering Studies including project (execution) plans, budgets and schedules
  • Translate/convert the business needs into a front-end project proposal/approach in close cooperation with the business group owner, their technology group and other stakeholders including:
    • Business case development and support
    • Developing the project in line with Company’s energy reduction targets
    • Evaluating unit operation selections against project mandates
    • Site selection assessment
    • Permitting needs
  • Identify all relevant SHE and security aspects and assess the corresponding risks related to the project and make sure these are known, understood and can be handled by the project team members
  • Manage the project interfaces with all parties involved including internal and external communication and transfer of relevant project information according to a communication plan
  • Execute the front-end development with strong Guidance and Control.
  • Ensure effective knowledge transfer between project phases, especially FEL to Basic & Detailed design, and to the site production team to ensure a quick and efficient startup.
  • Ensure projects meet the requirements (e.g. regarding safety, sustainability, operability and maintainability), fitting into existing or new installations / equipment and are executed on time.
  • Assist in planning and executing the commissioning, validation and start-up to support the start-up team and its Ready To Operate team to effectively start-up the plant.
  • Prepare and transition projects to comply with agreed requirements
  • Provide advanced technical expertise during the development of production processes and guide process development teams towards practical solutions
  • Ensure good and close working relationship with production sites and local Plant Improvement teams (site-based engineers).

 

 

What we look for in you:

  • Bachelor’s degree in an engineering discipline required with preference for chemical or biochemical engineering
  • Masters’ degree in a technical discipline preferred
  • Minimum 7 years’ experience in process design required
  • Minimum 5 years’ experience in execution of large capital projects (>4M€), with focus on front end and translating from pilot to scale required
  • Experience managing capital project > $1M required
  • Experience commissioning new facilities preferred
  • Knowledge of current regulations (cGMP, OSHA, engineering practices) required
  • Sustainable design knowledge desirable
  • Good knowledge of chemical and biotechnological processing technology/fermentation technology/downstream processing required
  • Knowledge of scale-up techniques, design methods and plant equipment required
  • Good knowledge of process control, automation, process information management
  • Good knowledge of project management methods in a technical environment.
  • Knowledge of investment estimating methods
  • Extensive knowledge of engineering workflow, interfaces and related time schedules
  • Extensive knowledge safety studies
  • Good knowledge of Value Improvement and current Good Manufacturing Practices.
  • Good knowledge of team dynamics and -motivators
  • Good knowledge of English both in speech and writing
  • Basic knowledge of Business Finance
